A Leader Who Leads Through Service
DGE Zeny Sicat Dela Cruz is a successful entrepreneur, humanitarian, and committed Rotarian whose leadership is built on experience, hard work, and a genuine desire to serve others.
Her journey as a leader is supported by a strong educational background. She earned a Bachelor of Science in Commerce, major in Accounting, from the Polytechnic University of the Philippines and later pursued a Bachelor of Laws at Adamson University. Her education, together with more than 30 years of experience, has helped shape her into a capable businesswoman and community leader.
As an entrepreneur, Zeny has built and managed several businesses in different fields. She is the owner of Edzena Aqua Farm, Edzena Aquafarm Supply, Edzena Enterprises, Prime Micro Credit and Lending Investor, Inc., Zensi Building, Seaside Memorial Garden, and Balizen Farm Resort. She also serves as President of Jesscon and Sons Aquafarm Inc. Through these businesses, she has created jobs, provided opportunities, and contributed to the local economy of Pangasinan.
Her leadership in Rotary is equally impressive. Zeny was the Charter President of the Rotary Club of Bolinao, where she led the club in carrying out more than 50 meaningful projects within its first four months. She later served as Assistant Governor of Rotary District 3790 and District Fund Chair, and currently serves as Annual Fund Sub-Committee Chair. Her commitment to The Rotary Foundation has also earned her recognition as a Major Donor Level 3.
Under her leadership, the Rotary Club of Bolinao earned numerous district and Rotary International recognitions, including 100% Paul Harris Fellow Club, 100% EREY Club, Top Club Annual Giving, Top Club Per Capita, Gold Club Award, and several awards in the Areas of Focus and Public Image.
But Zeny’s service goes far beyond Rotary. As Chairman of the Board of the Philippine Red Cross, she has helped secure funding for a ₱1.25 million bloodmobile and a ₱3.5 million disaster goods warehouse. She has also supported education by providing scholarships and donating classrooms, libraries, and school buildings. She has built an evacuation center, provided medical assistance, helped relocate families, and supported communities affected by disasters.
During Typhoon Ulysses and the COVID-19 pandemic, she provided major assistance in rice and other relief goods valued at more than ₱20 million. She also sets aside around ₱2.5 million every year for college scholarships for underprivileged students.
Her work has been recognized through awards such as Modern Filipina Heroism of the Year, Rotarian Excellence Award, Platinum Leadership Award, and Advocate for Quality Education Award.
Yet, beyond the businesses, positions, projects, and awards is a leader who believes that success becomes more meaningful when it is shared with others.
Zeny’s vision is clear: to empower communities through entrepreneurship, education, and humanitarian leadership, and to build a more sustainable future.
