About District Governor Dan

Dr. Danilo Philip “Dan” Torres is a Filipino physician, civic leader, and dedicated Rotarian who currently serves as District Governor of Rotary International District 3790 for Rotary Year 2025–2026. In this role, he provides leadership and guidance to Rotary clubs across Northwest and Central Luzon, helping coordinate service projects, strengthen club development, and advance Rotary’s global mission of “Service Above Self.”

Professionally, Dr. Torres is a medical doctor whose career reflects a strong commitment to public service and community welfare. Alongside his medical practice, he has been actively involved in civic and humanitarian initiatives, working with organizations and local communities to promote health, education, and social development.

As District Governor, Dr. Torres oversees district-wide programs that support key focus areas of Rotary International, including disease prevention and treatment, basic education and literacy, water and sanitation, maternal and child health, community economic development, and environmental sustainability. He also leads leadership training programs, district assemblies, and official club visits to strengthen collaboration among Rotarians, Rotaractors, and community partners.

A long-time member of the Rotary Club of Baguio North, Dr. Torres has served Rotary in various leadership roles before assuming the district’s highest office. Throughout his Rotary journey, he has been recognized for his dedication to service, mentorship of emerging leaders, and his efforts to expand Rotary’s impact through partnerships and community-driven initiatives.

Through both his professional career and his Rotary leadership, Dr. Torres continues to champion projects that improve lives, inspire volunteerism, and build stronger communities throughout the district and beyond.

In every organization, there are leaders who manage, and there are leaders who inspire. The Rotarian you are about to meet has spent twenty-four years in Rotary, not merely serving, but transforming how leadership is lived and shared. His belief is simple yet powerful: true leadership means empowering others, encouraging people to think, plan, and act together to build a sense of ownership and shared purpose in everything they do. 

Service has always been part of his life. Born to Victor and Aurora Dy, both active members of the Lions Club, he grew up surrounded by service and compassion. As a young man, he served as an officer of the LEO Club, where he first discovered the joy of helping others and the meaning of servant leadership. His father and brother both served as Past District Governors of Lions International District 301-C, continuing a proud family tradition of leadership with purpose and heart.

A proud Thomasian, he earned his Bachelor’s Degree in Architecture from the University of Santo Tomas, and later pursued a Master of Science in Architecture, Major in Urban Design from the same university. His love for learning extended beyond his field, earning a Diploma in Restaurant Management from De La Salle University–College of Saint Benilde, reflecting his drive for excellence and versatility.

He shares his life with his wife, Dr. Sheila Sy, and together they are blessed with six children: Shanice Nicole, Maxine Angela, Ryan, Robbie, Kim, and Luc. Their family reflects his values of balance, discipline, and achievement. Their two eldest daughters, Nicole and Maxine, are both active Rotaractors and scholars at Ateneo de Manila University. 

He joined Rotary International in 2001, and from the very beginning, he demonstrated that leadership is best measured through results and example. One of his earliest projects was the design and construction of the Rotary Service Center of the Rotary Club of San Fernando, La Union, which remains a lasting symbol of service and commitment to the community. 

As Club President in Rotary Year 2019–2020, he led his club to become the Number One Club in District 3790, achieving record-breaking success in both membership and Rotary Foundation giving. Under his leadership, the club ranked No. 1 in Membership Growth with 22 new members, and No. 1 in The Rotary Foundation (TRF) contributions, with a total of USD 46,383.00. He also introduced two flagship projects that continue to create meaningful impact: the $93,000 Human Milk Bank Global Grant Project, inaugurated at the Ilocos Training and Regional Medical Center, and the “Water for Life” Project, providing continuous access to clean and safe drinking water in local communities. 

Beyond his presidency, his leadership influence continued to grow. The five presidents who succeeded him in the Rotary Club of San Fernando, La Union each led their terms to Most Outstanding Club honors, a clear reflection of the leadership culture he helped build. He also served as District Learning Committee Chair for RY 2023–2024, and currently serves as District Public Image Chair and Assistant Regional Public Image Coordinator for Zone 10A for RY 2025–2026. A seven-time District Rotarian of the Year and Outstanding Rotarian of the District awardee, he is known for his humility, clarity of vision, and ability to bring people together toward a shared goal.

He is a Major Donor Level 2 of The Rotary Foundation, and a member of the Paul Harris Society, the Bequest Society – Level 2, the Polio Plus Society, and the Membership Society – Silver Level. He remains the only active Rotarian in District 3790 to hold this distinction. 

His record of leadership and service excellence also earned him the Avenues of Service Award from Rotary International, one of the highest individual honors bestowed upon a Rotarian worldwide.

Today, he stands as our District Governor-Elect, and will soon lead as the District Governor of Rotary International District 3790. A visionary leader who leads with action and conviction, a mentor who inspires others to rise and serve, a man of integrity whose calm strength commands both respect and admiration, a problem solver, a role model, and a true servant-leader.

About Governor-Nominee Zeny

Past President Zeny Catabay Sicat-Dela Cruz is a respected Rotarian and civic leader from Bolinao, Pangasinan, known for her unwavering dedication to humanitarian service and community development. She currently serves as the District Governor Nominee (DGN) of Rotary International District 3790, where she continues to inspire Rotarians through her commitment to service, leadership, and collaboration.

A proud member of the Rotary Club of Bolinao, PP Zeny holds the distinction of being its Charter President, helping lay the foundation for a vibrant Rotary presence in her community. Through her leadership, the club has actively pursued meaningful service projects that address the needs of local communities and promote Rotary’s enduring motto, Service Above Self. Her work reflects a strong passion for volunteerism, fellowship, and the belief that collective action can create lasting change.

Beyond Rotary, PP Zeny is also widely recognized for her humanitarian leadership as Chairman of the Philippine Red Cross Alaminos City–Western Pangasinan Chapter. In this role, she supports and promotes programs in disaster response, blood services, health and safety training, and community preparedness, helping strengthen the Red Cross mission of protecting life and promoting human dignity, especially during times of crisis.

Through her leadership in both Rotary and the Philippine Red Cross, PP Zeny continues to champion compassion in action, mobilizing volunteers and partners to bring meaningful assistance to communities across Pangasinan. Her life of service reflects the true spirit of Rotary leadership: inspiring others, uplifting communities, and making a lasting difference.
